The International Committee of the Red Cross operates worldwide, helping people affected by conflict and armed violence and promoting the laws that protect victims of war. An independent and neutral organisation, its mandate stems essentially from the Geneva Conventions of 1949.  In 2002, Cybec Foundation paid for the refurbishment of approximately 200 latrines in Herat, Afghanistan. This was part of an international program to improve sanitation in the city and to attempt to reduce the very high infant mortality rate. Since the program started in 1996, the International Committee of the Red Cross have built or repaired more than 60,000 latrines in Afghanistan.
